Greetings Herr Cisneros,
I do hope you are well and that things continue to go well for Brazil. I have been asked by my General Staff to ask if it would be possible to station a couple of Destroyer Divisions in Rio De Janeiro to help escort the convoys heading to and from Brazil, barring your supplies. They also ask that a small naval staff be allowed to help make sure that the forces are supplied and well organized.
Another thing I wish to speak to you about is the current situation with France. I know that you and France are allied and I do not have any problem with this, as who am I to tell you who to ally with. But I do wish to say that I have closed the German-French Border and am very wary of the situation between them and Britain. At this time I am trying to stay neutral in the matter as I have much to deal with with the on going war in the Dutch East Indies and many programs going on here in Germany. I do hope things don't spill over into Germany and that world peace can stay just that Peace.

Things are going well for Brazil. We have secured one new colony, and our working on another. I hope all is well in Germany, and your last telegram implies so. As to your request to station destroyers in Rio, I would be glad to allow it. Although, if you are in the port through October, you will need to clear out the harbor as my newest ships will be deployed there, and we can't have the harbor cluttered.
As to France, I have allied with them. Prime Minister de Gaul is a good man, and the fact that so many European nations doubt him is quite disturbing. de Gaul is just worried that Germany and the United Kingdom may attack, and that is the reason for his recent actions. He is in no way a rude man, as the United Kingdom claims he is. It would be a great act of faith for you to re-open the border, and perhaps send a diplomat to discuss the situation.
I also have a concern. I have sent two telegrams to America, both without response. This is rather insulting, since we had good relations before. I run a good country, I am not a tyrant or a commiter of genocide. Being ignored is a feeling no one wants to feel, yet I have been forced to acknowledge it. You and the US have communications established, and if you could talk to President Ryan about establishing relations with Brazil, it would be much appreciated. We are no threat to America, and I have no plans of extending the empire of Brasil past Columbia, if I even decide to go to Columbia.

It would be a couple of weeks before my destroyers could reach Brazil, would there be a better port to base them out of? My Naval staff just wants to ensure our supply lines are secure. Also I will attempt to see what is going on with America in not replying to you, though I do not believe that it is a personal thing. As you know running a country is one of the hardest things to do...

Thank you for your concern with America, but I have resolved the issue. As to a suitable port, Rio de Janeiro is the preferrable port.
