1000 AM PST San Francisco, California Aboard the the IJN Akagi
Prime Minister Isoroku Yamamoto stood on the flight deck of the IJN Akagi. It had been 3 months since he had stood aboard a Navy vessel, and now the currently returned pride of the fleet rolled into mouth the San Francisco Bay, His plane awating. The ship still had the Imperial Navy paint job...Well...The lack thereof, the deck was wood and a giant rising sun. The deck, though refitted because of the scars from sitting in Hiroshima for a few months, has come from the indian ocean, scarred from the moisture. He looked at the crew as they saluted him and he beamed while climbing up the A6M Zero's ladder to the cockpit. The nervous crew behind him doubted his abilities to fly the Zero. He turned at them,laughed and threw and American thumbs up. "ALL GOOD!!"
The seamen laughed along with him as the Engine started.

1000 AM Over San Francisco California September 15th 1940
President Allan Ryan leaned back in the co-pilot's station of his B-17C. He always enjoying visiting San Francisco, it reminded him of when he was younger, before politics. They were approaching San Francisco from the east, and he managed a rather good view at the pair of Yorktown Class carriers nearing completion at the fleet yards at Mare Island, and the Akagi which was going to be moored at Alameda Naval Air Station.
The President glaced over at the Pilot. The US Army didn't want him flying the B-17 himself, instead he was assigned a flight crew, fortunatley the crew knew better, he was the President and a pilot. Frankly the Army should be listening to him. Allan's hand slipped down between the seat and the bulkhead and pulled out his briefcase, he nodded to the flight crew and headed down into the nose of the aircraft. They would be landing at Crissy Field in a few moments.

As the engine roared, Yamamoto took the picture of his family and attached it to the altimeter. The Golden gate bridge was above him as he began to throttle up the engine, he noticed something silver in the sky, He laughed a bit knowing that Allan had a certain "swagger" that made him a bit cocky when it came to entraces. American at that.
but then again, driving into the San Francisco Bay with the IJN Nenshou Fuenikkusu and the IJN Ishi, and the pride of the entire fleet The IJN Akagi. Whatever.
He slammed the throttle up and took off.

Allan walked down the ramp of the Bomber-turned passenger plane. Kissed his wife on the cheek, hugged his daughters, and ignored the sound of the Japanese built radial engine in the Distance, he heard it before, in Russia. He shook the hand of General Arnold and Admiral Nimitz before walking with the both of them into the headquarters building of Crissy Army Airfield.
The President took his time on his way to the building, taking the opportunity to be in pictures with soldiers in Brodie Helmets that were, much to the President's dismay, eying up his eldest daughter. He sighed, it didn't matter. Of course it was going to happen, didn't he do the same thing when he was in the Army?
Allan glanced down at his watch and glanced over at the Japanese aircraft. Yammamoto was going to be fashionably late as usual.

The plane creaked as he did he roll to the left over Angel island, he eyed what was known as the "Ellis Island" of the West coast. he then banked left and went into the eastern approach to the field, coming in nice and slow. The plane sputtered, the engine was turned off as he came in.
Real Daredevil.
He landed the plane on a dime, and taxied it into the hanger, he jumped out of the cockpit and took off his aviator cap and walked to the man guarding the hangar. "Take good care of her, she's new...i think" he gave him the goggles and walked out of the hanger and began the long trek to the base headquarters. It was going to be a good reunion, a long reunion overdrawn.

President Ryan stood up, wore a award winning smile and extended his hand towards Yamamoto. They were only able to speak briefly in Russia, now they could finally get down to buisness, and adress the issues that were facing the Pacific, and strengthen the bond between the United States and the Japanese Empire.
The meeting room was perfect, though Nimitz and Arnold were on the base, they weren't going to be present for these talks. It was going to be quiet and secure, the sight of a Japanese Carrier in San Francisco bay would pull more of a crowd than a meeting between two old friends.

"You know. You were always the politician of our class..."
Isoroku started, he chuckled while he said it and nodded along with the president's handshake.
"Theres nothing chance about this Allan. Really, I think it was destiny it would be you and I in charge of the entire damn pacific remember all of those Wargames we would do? like what if Russia attacked Japan or what if Japan attacked the mainland U.S? Has it really been that long?"
He settled back into his chair, nice, comfortable, and different from the usual sittings. This was more of a sit-back-and-be-comfortable negotiation and meeting chair, not like in Russia where it was a Lets-get-to-this-now chair.

"Destiny? Honestly it's proving to be one hell of a nightmare." His mind flipped back to the Navy's Pacific and Asiatic Fleets going on Alert Status. They had just stepped down yesterday. It was a little too close for the isolationist minded American people, and their equally isolationist President. He stirred his tea.
"Well the Pacific is alot to be in control of, the largest body of water on the face of the planet." Allan hadn't managed much sleep for the last weeks. The Near war situation with Japan and Germany along with the Chinese conflict was taking it's toll. Keeping an isolationist mind when his very bones told him not to was taking it's toll. All he wanted to do was curl up with Lizzy and sleep in.
"Which brings us to the point of our fair little meeting. The control of the Pacific. I belive we were going to work out some sort of buisness deal?"

Isoroku shook his head back and forth.
"I understand how you feel. I only sent my subs out there for precautionary reasons, and to appiese to the people of Japan. I had rocks and all kinds of ungodly other things hitting my offices. You have a fence, i have nothing. That little trouble in the Dutch East Indies, seemd to have been sparked by the blatent disregard for international realtions and the reason why i sent the Navy's subs there is because i didn't want Von Kruger to think he was alone in these waters. You have the eastern pacific, I have the Western, and England, though the bloody well don't control it, Have the indian ocean. Germany didn't give any or even little warning about his resaons until i had learned of the Dutch moving to take it. I have thus called off my Subs and they will be returning to port soon."
He looked down at the floor and at the President
"As a business man i do have a proposal that we talked about. Project Kamikaze has been approved by Nagumo and by my Generals. They are plenty interested in this project to an extent that i cannot believe, but they want something in return. Our systems don't come cheap, and neither do I...Allan"
He pulled his smokes from his jacket pocket.

"Well this project seems very interesting, the applications of it are almost frightening, however, I will try and contact Doctor Goddard as soon as possible. As for the price of your systems, the Type 4 Gyroscopes for Torpedos and the Type 37 Arming system for the torpedo are of particular interest to the Navy."
There was an unmitigated Disaster when a flight of TBDs from Torpedo Squadron 2 dropped 6 torpedos and all failed. The Arming and Guidence systems on the fish were failures. The Propulsion didn't work right either, however it would get fixed by the USN themselves.
"I can foreward you ten million next month in exchange for the designs so we can adapt them to our weapons."

Isoroku reached for a cigarette from the pack, his face went from a grin to a near grimace, he knew the implications of giving the Americans the Types 4 and 37s. The navy would be up at arms. He shook his head, knowing he put too much effort into them that he had hardly anything to show for it. He tried to think on the subject while he spoke.
"You know, I always wonder how the smoke moves when it flies from my mouth. Its almost haunting, how something so dark and so rich can disappear like that..."
He reached for his Zippo that he kept in his pocket from his graduation day at the Navy College. He lit his cigarette, took a large puff and sighed it out.
"I agree to the 10 million for them both, In fact...No...not 10, 5 million though, I want assurence that whatever technology I may ask for in the future, wheter it be good or bad, That I may have access to it or at least a sample. It is becoming a nuisence that i have to deal with the factories developing the damn things, though the army and the navy have no problem with it themselves, I feel that some of our weapons can be more...how should i say...'Fierce' if you get my drift."
He puffed the cigarette, offered one to Allan

Allan flinched slightly, he knew that was going to be a high price, but it would save the Navy some serious trouble, and if he didn't get relected in November it would be the next person's problem. He took a long sip from his tea and let the benefits and consiquences swirl around in his higher conciousness. What was life if you didn't take risks?
He extended his hand, "Deal."
It was going to pay off for the US Navy and this deal would be kept secret, the American people would be upset with the arms deals that he had been making, the Aircraft and ships that were now in german hands and now the 5 million in the hands of the Japanese, but again it would help the Navy and spare the lives of US Servicemen who would die from faulty equipment.

Yamamoto extended his hand and smiled
"Deal"
The shake lasted long, he knew he had America's backing, the reelection in November may be the deciding factor in whether or not the people of Japan would be supported come any kind of attack on the home islands. His left hand man, his friend who was somewhat of the quiet bully, His Ace in the hole. He knew when he returned to the Home islands and requested this, the entirity of the Imperial Navy would want his head.
That would change soon, soon enough.
He knew that the business was over and he could return to his old self with an old friend. So he began the conversation
"Well, now that you've swindled me into being your little naval lapdog, I heard you sold Germany some nice equipment...Or at least...some...Modest equipment." He chuckled.
He made a funny.
