With the arrival of Prime Minister de Gaul, President Cisneros had already begun the final preperations of the meeting room. He had prepared well for the occasion, gathering maps and papers that would be important for the day.
With everything in order, he could only wait for the Prime Minister to arrive. President Cisneros sat down in his comfortable leather chair, and proceeded to hum his favorite tune until the sound of the Prime Minister's car was outside his window. He stood up, and prepared for the meeting.

Prime Minister de Gaul stepped out of his car and began to walk up the steps. He paused and turned to marvel at the wonderful weather that Brazil was having. "Much better a day here than the one I left at home" the Prime Minister remarked. He then continued into the meeting room to meet President Cisneros.
"President Cisneros I presume!" said de Gaul as he shook the President's hand.

"Ah, Prime Minister! So good to have you here! Can I interest you in drink and a cigar?"
Cisneros walked over to his bar. He poured a two glasses of scotch, and grabbed his box of Cuban cigars. He poured the glasses and placed one in front of the Prime Minister, and one for himself.
"So, how was your trip?"

"Thank you Mr. President." said de Gaul, "The trip was lovely; however, let us get to the discussion of our countries."
"As we are both newly appointed leaders and no current greivances exist between our countries, I believe we should get started on strong working relationship."

"I fully agree with you on that, Prime Minister. I believe that we are both strong countries, and France could use an ally in South America. Perhaps trade would be a good start to this relationship?"
Cisneros was confident. The Prime Minister was a smart man, and he felt he was in good company with him. Another ally would only strengthen Brazil. He took a sip of his scotch, and took a puff of his cigar.

"Trade, trade my friend is always good. I think that many goods could be shared between our people. My people are expecting large returns from their newly "elected" Prime Minister and I think trade will be a good start."
The Prime Minister spoke his words and then again marveled at the wonderful weather outside the window. If only France had more days like this one he thought.

"Then it is settled! We shall begin trade immediately. On another subject, I noticed that the French Guiana is largely unprotected. As an act of good faith I would like to send the 31st Infantry Division up to help keep order."
The recent reports of guerrila activity in the rainforest had been worrying locals. The guerrilas were able to move around easily, using the cover of night and the forest to hide their movement. Cisneros hoped that sending a division up North would solidify relations between the two.

In fact it is the wish of the French people that many of our overseas posessions be sold or traded away for the better of the people." de Gaul hopeing not to come across the wrong way "If you so wish, a deal in which you will recieve the French Guiana could be worked out with much ease."

"Well, it just so happens I am very interested in the French Guiana. The Brazilian people are very content with our current amount of land, but still would like more. We would like to make the French Guiana a 'Colony' of Brazil. Don't get me wrong Prime Minister, we are not land hungry monsters, but we do have the need to secure certain areas, and coastal territories are a number one priority. What kind of price tag do you have on the French Guiana?"

"The tag is more arbitrary than anything else. I would rather use this as an oprotunity to better align our two countries. A cheap price of $25,000,000 would suffice for keeping the people happy. However, I would feel the need to send some things in return just because I think things are going to much in my favor."

"Well, unfortunately much of my money has gone to industry this month, so I will be unable to pay as of now. I will have the 25,000,000 dollars next month, and until then we will just keep in touch. As for something that I am interested in, your Richelieu class Battleship has caught my eye. We need a good battlship design."

"The money can wait until next month then. I will go ahead and give you the territory and you can make the transaction complete next month. As for military designs I believe we can share some ideas in the future. I am glad that this meeting has been so sucessful. I hope many more follow. And don't forget about our follow up. I would like to have you in France some time soon."

"I would enjoy that very much Prime Minister. Maybe I can come pick up those designs for the Richelieu personally. I have always wanted to see Paris, I hear it is beautiful. As for business, I shall send the 31st Infantry Division to Cayenne immediately. Can I give you a ride to the airport Prime Minister? Or will you be staying and enjoying the nightlife here in Rio de Janeiro?"

"As much as I would have stayed in my younger days, I will have to decline taking in the citie's nightime wonders. Also, I thank you for the ride offer but, I already have everything aranged and do not wish to trouble you. Again thank you for your hospitality President Cisneros."
