Comrade,
It pains me to even write this telegram, but I have to alter our deal. I do not wish to be seen as one throwing petrol into a fire waiting to happen, but I do not wish to anger you, either.
Therefore, while I cannot send the tanks or weapons, I will state that I will, in good faith, not accept the destroyers you promised me.
As for what is brewing in Asia, I will state now that the Soviet Union will remain neutral in this affair unless provoked.

I understand. May your neutrality last throughout the conflict. If it may change, i will not be hesitant. We have battled before and if this may be what i believe it to be then i wish the best man to win.
But let us hope for the best and not for the worst.
