On behalf of the new Emperor of China, Ti Mai Shu, We in the Chinese Imperial Armed Forces wish to convey that though we are currently in the process of fighting with the expansionist Japanese over control of our lands, we vow not to show aggression to our friends to the north, regardless of what agreements you share with them, or they with you. We only ask you give us the same respect, as we struggle to regain our soveriegnty, one mile at a time.
We know your former leader had dealings with our former leader, and that relationship soured. We have both since had a shift in political climate and hope this to be the first step in diplomatic rapproachment... we at the Office of the Black Dragon eagerly await a reply.

Comrade,
First, I am pleased to hear that we can leave the actions of our previous leaders of our nations in the past.
As for the present, I must state that I will have to remain neutral in this action for now. While I respect your intentions to repel the invaders, the Soviet Union is unable to provide much action, and we are quite limited in defending our Pacific borders from their forces.
