Greetings sir,
On behalf of the Soviet Union, I wish to welcome you into the world of politics and all that follows. Being a former military man myself (I was previously in charge of the Kiev Military District at the rank of Colonel General), I can understand how different this is compared to the military. So much distrust and so little disipline. You think since you've been on the battlefield, you know how to avoid it, and yet you find wrong. But I digress, friend.
Your previous government, and my previous government had a bit of a falling out when the Winter War broke out, in which the Western powers swooped in and crushed us. However, I believe that we can try again, start anew. I would be more than willing to meet with you either here in Moscow or in Tokyo. I have a feeling that the Chinese government is going to be bitter conserning the fact that the military aid the previous leader running the Soviet Union was cut off during the coup, and I want to ensure we can limit the hostilties from the mistakes made by the madman who came before me.
I eagerly await your response.

I thank you from the deepest recesses of my heart for your telegram,
As the new prime minister, i have been up for 48 hours straight, i feel the stress that you touch on. There truthfully is no problem between me and the distrust. I know how to remedy it.
The Winter war was a problem yes, we can try to start again soon enough. I'd like to request to meet in Moscow. I enjoy the cold.
I apologize for my abruptness of this telegram, i truly am honored to reestablish communications with Russia, but with recent transgressions inside of my country i must send this quickly.
Send me a date for the meeting in Russia and i will promise to be there . I am planning on taking an upcoming trip to France and Britain also to speak with them about support of the Japanese people.
