The Kremlin Moscow, Russia July 23rd, 1940 1:30 PM
Sergei Puskov, and his Defense Minister, Marshal Kliment Voroshilov, the man who was name was used for naming the most awesome tank in the Soviet arsenal, waited patiently for the French envoys. The two had discussed what would be said, and they were ready to do buisness. Both men wore their uniforms, eventhough Puskov's uniform still bore the rank insigna of a Colonel General in the Soviet Army. Outside, a ZIL limo drove the French up to the recently repaired Kremlin from Shemierto Airport.

Kremlin, Moscow July 1940
Jaques DeFarge and Charles du Galle quickly made their way to their assigned meeting room. The room was very well decorated, a throwback to the old palaces of the Tsarist Era with paintings of Lenin and even Stalin. On the large ornate table in the room there were a pair of glasses filled with tea waiting for the French diplomats.
"Looks like we arrived here early Charles." Jaques smiled and began to review the deal that was about to take place.

The two heavy oak doors were opened by a Major with a sky blue beret on, and a TT-33 in a cross-draw holster on his waist, and Puskov and Voroshilov entered, approaching the Frenchmen.
"Greetings and welcome, gentlemen. I am pleased to meet both of you. May I introduce Marshal Kliment Voroshilov, Defense Minister of the Soviet Union." Sergei said, and handshakes were exchanged before all four sat down.
"Now then, sir, you expressed interest in purchasing a number of our weapons. Marshal Voroshilov and I have discussed what you stated earlier, and we are willing to negotiate. Was there anything else that you were looking for, before we get too deep? We are more than willing to discuss things." Sergei explained with a smile.

Jaques smiled and shook his head. "No we're just interested in the obtaining the weapons. Our country is without an adequate Heavy Machine Gun or Anti-Tank Gun. The DPShK and the L-11 Anti Tank Gun."
He politely cleared his throat.
"We would be more than willing to supply Weapons in return." Hopefully the Russians would be interested, the French did have their fair share of technology that could prove useful.

Voroshilov spoke, but since he knew not a word of French, it had to be translated, but it was said in its entirety.
"We are more than willing to give you all plans and existing examples of the L-11 76.2mm gun, and we can easily export the DSkH to your nation. In exchange, we understand that your people are skilled in making excellent aircraft. We just recently created two fighters that we belive are on par, but we would like your help in improving that. Perhaps a joint venture? We would gladly help you with anything in kind."
Sergei smiled, and spoke next.
"The point Marshal Voroshilov is making is that we are eager to help our friends in France. Our Air Force is having to make a very large leap, and our designers are still requiring assistance. Our I-15s and I-16s were horribly outdated. The Romanians and Poles had no problem combatting us, and the Alliance...well....your pilots can tell you themselves of how easy prey they were." Sergei explained in French, "However, I would like to see if you could arrange to help us improve that. Our newest fighters are better, but I think with some help, maybe both our nations can benifit from a Soviet-French assistance program."
