Greetings Herr Chancellor,
With the civil war in my country resolved, and my people begining to see the good I'm doing for them, all is well in the Soviet Union. Unfortunatly, there is a matter I must address. That matter is the civil war that has enveloped the Caspian Area. I feel that at this point, with your forces committed to Turkey, that the Soviet military could perhaps step in to restore order to the area. I know you have people in the area, but Georgia, Azerbajian and Armenia are posing a major threat to the lives in that area with their backbiting and hostilities.
If you wish to send an envoy, or come yourself, I will be more than willing to explain my intentions personally.

General Secretary,
I am glad to hear that you have gotten your country under control and that hopefully peace is finally settling in your lands. While I am quite concerned over the situation in Azerbajian and Armenia, the situation in Georgia seems to be less dire. With the situation are you willing to have a joint Military force of different countries sending a force to assist in the area? I await your response.

Yes, I have noted this as well. I am prepared to do whatever it takes to ensure the stability of the region, and I am willing to work this out with whoever you deem fit to send me. I fear that these nations are misusing the Soviet equipment they took when they broke away, and they are using these weapons to wage petty wars of greed. I am already speaking to some of my generals conserning the situation.

General Secretary,
My staff and I have spoken and we have decided to withdraw our forces from Azerbajian and Armenia. The forces there will be linking up with our forces still in Georgia and with new units that we are sending from German. There they will form a Division sized element and help keep the peace in Georgia, while training the forces of that country. I have yet to speak to other nations about supplying forces to help stabilize the area, but if you have the able forces I will support a move by Russia into the region.

Chancellor,
I will keep Georgia out of this, as there are personal ramifications if we were to engage Georgia, as this is where our leader, Iosef Stalin, hailed from. However, Georgia's neighbors, Armenia and Azerbajian, have become too wild, and threaten many nations. Our operations will be delayed until July to allow your forces sufficent time to get clear, but I will have units poised at the border in case you encounter any difficulties.
