Message From: IJN Naval Command Message To: Rear Admiral Gyousei Koujou Regarding: 2ND RESERVE FLEET Date: November 3, 1940
Admiral, this message was sent to inform you that your fleet will be reorganized and placed into active duty as a front line Fleet. We will need you to report to the Miyazaki ship yards as soon as possible so you can began organizing the ships that will soon be assigned to your command. With this position your fleet will now be known as the 2ND Carrier fleet and will become operational as of January 10, 1941 as one of the primary offensive fleets for Japan. With this reestablishment of your fleet you will also be receiving advancement to Vice Admiral.
We look forward to your success with your new fleet.

Message From: JAAF Office Message To: Japanese Internal Affairs Regarding: New Research programs Date: November 19, 1940
This is a message regarding many of the interests that were asked about in the last meeting. With enough time to look into your concerns I would like to illuminate the following programs for clarification.
The New Japanese Aeronautical engineering project is going to become the pride of Japan. I looked into the research myself while I am not allowed to discuss its progress, even over encrypted communication, I can guarantee that you all will be pleasantly surprised once we complete and began testing our projects. The test dates will be hand delivered to you by the S-N when it is relevant.
The second question involving the money spent on the recent reorganization of some of our fleets is tough to answer even with all of my information in front of me. It would seem that the Navy wishes to keep all of their activity a secret, even from the other branches of our military.
